Working at the intersection of
Policy Renaissance is a specialist development consultancy working with state and non-state actors. We bring policy analysis, research, evaluation and strategic management together to address the gap between sound ambition and effective implementation.
Our work connects the continental policy environment with regional institutions, national priorities and community realities. We help partners understand the context, choose a credible course of action and learn from what happens next.
Specialist disciplines, brought together around the decision you need to make and the change you need to achieve.
Discuss your priorities Explore each practice to see how we work and what we deliver. We make complex policy environments usable. Our work combines technical analysis with an understanding of mandates, institutional relationships and the practical steps through which decisions are prepared and implemented.
We design evaluations that answer practical questions about relevance, effectiveness, efficiency and sustainability. Quantitative analysis and qualitative inquiry are brought together to explain not only what happened, but why, for whom and under which conditions.
We translate policy evidence into material that legislators, parliamentary networks and their partners can use. Our approach connects the technical issue with the legislative process, the mandate of the institution and the needs of the people affected.
Good strategy must work inside real institutions. We help leadership teams diagnose constraints, clarify priorities, align responsibilities and build a manageable route from organisational ambition to day-to-day delivery.
We help organisations see whether their strategies are being implemented and where course correction is needed. The emphasis is on usable measures, explicit responsibilities and learning that changes practice.
Evidence has value when people can understand and apply it. We turn complex research and policy material into practical learning resources, briefings and facilitated exchanges that strengthen existing capabilities.
We help organisations express a compelling, evidence-led investment case and build partnerships around a coherent programme. Our support connects the development need, institutional strengths, funder priorities and a credible delivery model.
Equity is integral to how we frame problems, gather evidence and assess policy choices. Our practice spans health financing, universal health coverage, primary health care, sexual and reproductive health and rights, and the social conditions that shape access.
Our parliamentary-support offer connects sexual and reproductive health and rights evidence with the realities of regional lawmaking. It draws on the UNFPA-supported review of the East African Community Sexual Reproductive Health Bill 2021 and engagement with the EAC, the East African Legislative Assembly and civil-society partners.
The review examined legislative and advocacy processes, assessed progress and constraints, and developed recommendations for stronger parliamentary engagement, capacity development and communication. It combined documentary evidence with partner consultations, contribution analysis and outcome harvesting.

Define the problem, map the institutional setting and agree the question the work must answer. Identify whose perspectives and interests need to be heard.
Choose fit-for-purpose methods, assess available evidence and gather new data where needed. Test assumptions and make limitations visible.
Turn findings into clear options, practical recommendations and audience-specific products. Connect technical detail with institutional responsibilities.
Support implementation planning, build capability and establish feedback loops. Help teams use learning to refine decisions and sustain progress.
Research ethics, inclusive participation, evidence quality and confidentiality are built into the work, not added at the end.
We work where development challenges, public policy, programme delivery and institutional accountability meet. Our purpose is to help partners make sense of complexity and build practical responses that advance equity, participation and human rights.
Our consulting model brings together policy specialists, researchers, evaluators, public-health and legal expertise, social-development practitioners and strategic advisers. Teams are assembled to fit the technical demands, geography and institutional context of each assignment.
Policy Renaissance is a development consultancy. African Renaissance Trust is its sister organisation; their assignments, institutional relationships and mandates remain distinct.
Policy Renaissance Ltd’s Cash Plus proposition builds on its UNICEF-commissioned Boresha evaluation, adolescent SRHR engagement and knowledge-translation experience. It connects social-protection evidence with the practical needs of adolescents, caregivers and frontline workers.
For assignments such as the UNICEF-supported Adolescent Cash Plus tools package under KSEIP 2, our proposed delivery approach brings together curriculum adaptation, facilitator and participant materials, safeguarding and referral guidance, safe-space implementation tools and accessible digital learning. The approach prioritises age-appropriate content, gender responsiveness, disability inclusion, low-bandwidth access and alignment with government and county systems.
Development would combine review of existing materials, structured consultation, specialist technical review, practical validation and editable handover. Child-protection, instructional-design and digital-learning roles would be confirmed for the assignment, with safeguarding requirements established before adolescent engagement.
This is a proposed delivery approach, not a claim of a UNICEF Cash Plus award or completed contract.
